A tale of two cities
I always found it funny that London and Paris, despite both being major European metropolises, have completely different priorities and constraints regarding public transit.
Double-decker trains were too large for Victorian railways in London (among other things)
Double-decker buses were too inefficient for short bus routes in Paris (among other things)
(I don't count the tourist buses as public transit, since their main point is to see the city, not mobility)
