Can my brother save part of a bad Rheem install?

My brother hired a “chuck and a truck” HVAC guy to replace a whole 2.5 ton system with a 14 seer Rheem system. The guy appears to have put everything in the correct location but botched the refrigerant lines and couldn't stop them from leaking. Since my brother already paid him to purchase the equipment they just decided to abandon the job. Obviously this was a bad decision on my brother’s part.

He has already had three proper companies out to look at it but they unsurprisingly wouldn't try to diagnose anything and just pushed him to scrap it and buy all new stuff.

I have two questions…

  1. The furnace blower runs fine on fan mode and the gas line was never hooked up. Is there a good chance the furnace is fine and just needs to be hooked up to gas and quality checked for any gas leak or electrical issues? I get why everyone is snubbing the condenser and evaporator but feel like the furnace shouldn't be that bad if they can waive liability for it.

  2. The new system quotes say they'll dispose of the “old” system. Since it‘s new, even if from a botched install, cant he probably sell it on marketplace for like half its cost to someone who thinks they could salvage it or scrap it for parts?
