I'm playing on Java 26.1 in a purpur server. The skeleton horse has spawned underwater so I approached it, and it didn't do anything. So, I used a lead to bring it up to the horse and it still didn't do anything. Then, I added a saddle to it (which attached), but I still can't do anything with it. Can't feed it, can't rid it, can't remove the saddle. It's just stuck.
