Odd Tobbaco Growth

This is my first time growing tobacco, I have 4 tobacco plants growing inside a 3x3 tent indoors. They are all different types. I have ontario bold, black seas samsun, havana, and black mammoth

They are currently all growing in 5 gallon pails although started in smaller containers. The ontario bold is back left, and the black seas samsun is front left, they are both growing well, but the havana and black mammoth dont seem to be growing upwards.

They both have numerous good sized leaves but they dont seem to be growin close together and close to the ground.

I have been using fertilizer but I have used it on all the plants so I dont think its that. The grow light is a cheap Amazon dimmable 80watt fixture that is running at max, 16hour time and was positioned 18"above the plants. The light is higher now due to the other plants growing taller.

I have attached photos from a couple days ago, I also tried cutting a leaf in half as I read somewhere that may cause the plant to grow upwards, but it is still the same height as a couple days ago.

Wondering if anyone has seen this before, or knows how to fix it. I'm thinking it maybe the light, but not sure if too much or too little.
