I think the game would be more fun if you didn't know exactly how many troops and ships another country had. I believe it should be more like Hearts of Iron IV where you can see an estimated amount of what someone has (another feature in previous Paradox games that isn't in Victoria 3)

With the new interest system, it would make sense that the more influential you are in the area, the better estimate you would have about a country, with having no interest in an area meaning you either have zero information or very very little.
