2013 Crosstrek Power Steering

I’m military just getting back from deployment, so I kept my car on base while I was gone. Got back to the car finally, and steering was immediately heavy. Driving my wifes car for now but I do have to figure this car out.

All I know is this car doesn’t have power steering fluid and has an electric power steering system. No power steering light was illuminated while I tried driving it. I’ve never dealt with anything power steering related so I have a few questions:

How do I go about diagnosing the issue?
What are the possible issues and cost for repairs?
Are these repairs I can feasibly do myself.

Of note, this car is paid off, and I’ve been close to selling it for a long time. The car is only going for about $3k currently, so if repairs are anywhere close to even $1000 I may just sell it as is and get whatever I can out of it and get another car.

My wifes 2021 Kia Seltos S has started making some squeaking/squealing noises and after some YouTube videos and looking under the hood I’m pretty sure its just an old serpentine belt. Car is at 60k ish mileage and its still the original belt.

I know changing a belt is considered a do-able at home repair job and I would prefer to do it that way, but I’ve seen online that some kias require a special kia tensioner tool for belt replacements?

If so, would it just be better to take it in to the dealer for the job, or is this a tool I can find somewhere myself?

Any advice in the right direction is appreciated
