For hotels that don;t allow certain things, I keep seeing things like $150 to $300 fees for pets and /o smoking.

Why not charge, in writing, more money for a fee.

Smoking in non smoking area, $1000. Fee for pets $500. Pet damage $1000.

fee for additional, unregistered guests, $500 each

Make the fines for breaking the rules seriously punitive.

(I also think cities should charge a lot ore for repeat parking violations)
