CA-What tuner to get? Need Pcm unlocked

2019 Dodge Challenger widebody scat pack ….. Already installed cold air intake and borla atak . i’m thinking about adding short tube headers, and after doing some research, it says I need a tune and PCM unlocked. What’s the easiest way to go about unlocking and reprogramming it back to normal so I can pass smog. has anybody here installed Shorty headers and is it worth it? I want to get long tube headers but I live in California and don’t want to rely on someone with a dirty smog. Also i installed Quad Exhaust Tips. Do they look like they stick out to far?

I’m about to buy a house using the first time buyers program CalPLUS Access FHA. my question is has anyone used a realtor through IBEW. Was looking on Google and it said that they could give better interest rates that loan officers couldn’t get. I was about to place a bid on a house within the next two days and I guess I’m going to hold off if that’s true.
