I’m sick of losing bgs due to being outnumbered. I’m in the 30-39 bracket. What’s the peak time for queuing?

I’ve been leveling through bgs and spending the Marks of Honor to buy gear, but my Honor Points have remained unused. Can I use them to buy anything? I’m lvl 28 atm.
