I think it's seriously time to consider ragnir as a top powerhouse by his own rights, and together with Loki he gets him past many levels beyond Loki's own power, which would legitimately put him past many top tiers.

After this chapter, there is absolutely no evidence to point Sanji can't survive any hit from any top tiers, this mf will regenerate from any damage.

Here is my build, shared using windrose database

This build utilizes -

  1. Cutlass-first build with pistols as burst/utility, not the other way around.

  2. Agility (~20–30 via Gazpacho/gear) → covers melee scaling
    Precision investment → boosts pistol damage
    No Mastery → This build has 0 mastery, so no crit, but it doesn't matter because the raw damage is too good, also you can garanteed crit on weakpoint/headshot crit using pistol

  3. Gear Synergy — Filibuster Focus
    Stamina reduction → more swings → higher DPS
    % one-handed damage amplifies every hit
    Prioritizes uptime over burst RNG

  4. Combat Loop — Fully Synergized

  • Pistol opener (debuff)
  • Cutlass combo → Deadly Finale
  • Immediate pistol shot (Disciplined Fencer (parrying gives you reload))
  1. You can switch to plague pistol mid fight for heal.

Overall, the 35 percent stamina reduction using fillibuster and cutlass is too good, most of the time you can keep enemies just unable to hit you.
This doesn't garantee super heavy burst damage like Rapier of Devastation, but if you like slashing enemies instead of poking this is certainly a solid build, tried and tested on all enemies, including bosses.

However, for this build, you must learn how to parry. So keep that in mind. Made for very offensive and aggresive players.
