Black streaks/spots in sand

It’s a 3-gallon tank, and it’s been partially set up for about 2 weeks now. I’m having some issues with the plants I intended to add, so I won’t be able to add any for a couple more days. Anyway, this is my first attempt with a soil and sand cap, and I noticed these black spots on the surface and black streaks just underneath. I’m wondering if it’s a problem, and if so, how I can solve it.

I need to treat my 65-gallon tank for camallanus worms. It currently houses multiple fish but I'm worried about how will the rabbit snails, nerite snails, baby plecos, baby ottos, cherry shrimp (both adults and babies), as well as Amano and bamboo shrimp will handle the treatment.

I’m wondering how safe is Fritz Expel-P for them, if the shrimp and snails can carry the worms and whether it would be better to move some to another tank for the duration of the treatment possibly giving that tank a lower dose or something.
