Those applying through ib submit predicted scores and receive an offer with condition on the IB exams;

Can IB diploma holders with a sufficient score of IB for a scholarship (40 for full tuition 41 with stiped etc.) apply next round for the 27/28 september application and secure a scholarship immediately if other stats are enough for admission?

Does this message indicate that my application is not complete? Or should I wait for the ranking to be published on May 28th? I have applied through SAT and understand that most of spots are taken by TIL takers.
