I am from Korean Server, recently our BG has been merged with Taiwanese server, and we are seeing so many 13000+ armour and 13000+ potency resistance players with 3K reso. and there are much compaints in our server since their price is 50 plat across all normal gems in taiwanese server and the cost of our Saphire in korean server is 300+ plat.

My question is if AP Cap at 54% still applied in BG?

because it seem those 3k reso player with maxed out normal gems from Taiwanese server is killing our 10k reso player with 8~9th upgraded normal gems. In theory, those 10k reso players should be much stronger than the one with maxed out normal gems 3k reso since there are caps?
