I remember reading this fic a few times where Taylor's power let her give and take shard connections (not the specific power) like All For One, it was on AO3, the name was something like "Administrator" or some synonym thereof. It was unfinished and hasn't been updated for something like eight years so I can't imagine the writer opened their antique AO3 account just to delete it.

A few more details if it helps: Taylor had like three aliases in this fic, a Tinker hero, a Mover/Stranger member of the Undersiders, and a Slenderman figure who went out and took powers from villains. The fic ended right when she started recruiting people and giving them powers after an Endbringer fight.
