I'm looking for some non-judgemental guidance on the correct procedure to follow here. My partner was driving and had a fender bender in stop-start traffic at below 10mph but it could have been caused by an absence. Insurance details have already been shared etc. For the record, she is a controlled epileptic with a history of very few seizures - 2 in nearly 10 years of being diagnosed (after initial seizure that caused diagnosis) and only 1 during her time holding a driving licence. She last had a seizure at home a few years ago and voluntarily gave up her licence for a year. This time, because an accident may have been caused directly by her epilepsy I just want to know what may be the correct order to declare everything to the relevant people. She's upset but has already planned to surrender her licence again. Do we contact the dvla first or insurance first, as she will have to disclose the suspected cause of the accident. I was witness to everything that happened.
