Does windows 11 24h2 still have bsod issues? Such as driver issue or kernel issue or kmode exception not handled?

Idk if asking how to install minimap mod for GTA V singleplayer is prohibited here but how do I install minimap mod? Because when I download it, install it properly in game it just doesn't show the minimap or it's the normal map but pixelated
