So my friend have this problem. She was working with browser tabs and suddenly her laptop just restarted showing this black screen with cursor. She tried to use Ctrl + Alt + Del, Ctrl + Shift + Esc and Win + Ctrl + Shift + B (this just make cursor reload). Nothing helped. She can't access the Task Manager because these combinations are not working.

She's kinda scared to go to Safe Mode so maybe you guys have solution?
