Could someone help me figure out the best approach to recreate this?

I’m mainly looking for advice on:

  1. How to model/recreate the geometry
  2. How to make a procedural material that knows which side should have the ripple effect and which side should stay smooth

Any tips or workflow suggestions would be appreciated.
