Question for officers that have a house surrounded

It’s night time, you’re surrounding a house the all windows blinds closed, anticipating the arrest of a fugitive inside.
First call-out has been made for fugitive to come outside with hands shown.
All of a sudden you see the blinds part open on one of the windows.

What do you do?
The chances they have a firearm pointing toward one of you is pretty high, but yet again the amount of time you have to confirm it’s truly a firearm is a very short amount of time.

What is policy in this situation?
If it’s a firearm they can shoot first, but if it’s not a firearm and you open fire first then you’re shooting an unarmed person.
How is this handled?
