I have the following problem:

I think my Cape Trelawney meets all the requirements, but the lounge seating won't be unlocked. Note that I play a heavily modded PC savegame

My stats of the island:

Had one radio tower for my scholars
unlocked all other furniture types in the furniture store
have 1 tier 5 skyscraper
build 2 other radio towers randomly on the island (not in the range of the skyscraper or the furniture store though)
I have ~9000 scholars boosted through different items (or do I need a higher non boosted number of them)

What is missing? I play with some modded furniture stores with the 3x3 footprint, but I also placed some original Shopping Arcades

maybe someone had the problem and can help, thanks in advance.

if it's a bug which can't be resolved I guess my investors have to live without lounge seating
