I just got an iphone 4s on ios 9.3.6 and trying to set it up, it wont activate and complain that the activation server is unavailable. My guess is that server are down, and itunes didnt work either. Is there a way to activate, even bypassing it? The phone isnt icloud locked.

Edit: found out its an issue with a5 devices whose imei starts with 9900, and mine is one of them. I found a way to activate using bobik a5, but now im on ios 6.1.3 and facing the same issue. I havent tried bobik a5 again and i dont know that it supports ios 6.
