Recall since the childhood days, how much this guy is purely despicable and irredeemable. One of the worst, he even knew his former Bulbasaur was in the sewer all along, before Ash and friends discovered him, and still wanted his men destroy the Bulbasaur for the sake of his election and popularity, beyond not evolving. Also, the guy even having no remorse in endangering children like Ash and friends in the process in having them locked away in the sewers, until his election was finished, knowing they will barely to not survive down there, as well eventually coming across the Bulbasaur he abandoned that will inevitably ruin his position.
