Edit: I submitted after 5pm Tuesday and I’m sure most people who took the class on that (5/2 or 5/3) weekend submitted before me. So if you get your application submitted right away after the class, you may see the approval by Tuesday. If you’re outside of Sac county, it’s probably different.

I see that new Rav4 hybrids are popular. Im in Norcal (sacramento Area). Is negotiating below sticker even possible?
