First time dentist says I need a filling. Any ways to avoid?

Hi, I am extremely phobic to dentists. I had a checkup with a new dentist and where the last one prescribed me flouride paste and good hygiene, this one wants to drill and fill because he sees ‘a slight shadow’.

Is there any less invasive ways to remedy?
