Didn’t get what I asked for - Am I overreacting ?

So I went to a new hairstylist two weeks ago and I hate how it turned out. I had pretty grown out calico on the underside but it wasn’t too bad. My red had faded pretty much completely to a brassy blonde and my blonde was pretty bright! I asked for (picture shown) and I got teasy lights and basically all the blonde I already had covered up with maybe a demi permanent hair color (not even filled first.)
I am extremely upset and I don’t think this girl knows what she’s doing. I knew it wasn’t going to turn out right as she started foiling my hair. I am very particular about how my hair turns out. I always watch what stylists do so I can learn because I’m super interested in the trade. She was must’ve just been winging it but my hair turned out patchy and definitely nothing like the picture I showed. She also told me at the beginning “I’ll get you as blonde as I can” and I walked into the salon with more blonde in my hair than when I left.
I asked if I could have a partial refund and she said she doesn’t give them. I sent her videos of the patches and other mistakes and she said she would try to fix, but I don’t even want to go back to her because she literally said she was going to add more brown back into it!! Wtf! I paid 150$ for this and to go to another salon for someone to fix it, it’s going to cost me 185$. (For those of you saying that’s cheap for balyage or highlights, I’m from a rural area) I’m a teacher and I don’t make a whole lot of money so I really don’t know what to do. HELP.
