I am working on a lotr custom script and I want to have a one ring loric that it's centered around

Something I know it should have is the debate of whether or not keep the ring or pass it onwards and because of that I think it should be like it does a little good in empowering you but that after some time it does more bad and makes it harder to take

And maybe that some of the characters will be tempted by the ring in the night order and then they can try and steal the ring from the ring bearer but I have no idea how that would happen because I also want a secondary wincin for the demon to win by getting the one ring

If you have any idea of how I can balance this or just make it work correctly that will help a lot

So as the title says I want to make a script full of custom characters I want to make( a lotr script with the main point being the one ring) but because these will be the first time I make custom characters I have some questions

1.where can you make custom characters I know about bloodstar but is this the best site?

2.where can you make the icons for them?

3.how should the characters be balanced, if I make a very strong character compared to the base game but the rest of the charcters(including evil) are at around the same strength us the character strong or weak?

4.how do you usually come up with ideas to finish a full script?
