How Do I Lay Down the Law????

I have 2 under 2:one is 8 months and the other is 22 months. Lately my toddler has become reckless. Rambunctious. And ANNOYING. To be real frank, he doesn’t listen. To anything. No one can get him to. It’s gotten to the point I’m losing my voice at the amount of times I’m yelling in frustration.

I’ve tried everything. I’ve tried sitting him down and explaining to him gently AND authoritatively when he’s done something wrong, and he doesn’t listen. Ive tried putting him in a time out. I’ve yelled at him. I’ve tried to redirecting his attention. Time outs. The only thing i haven’t tried is spanking, which I WILL NOT DO.

It’s become frustrating because he’ll cry one minute and then go back to doing what he was doing or he’ll laugh and think it’s a joke or a game. People say to give it time, but how much time will I need to give him before he finally learns??? For example, for MONTHS we’ve been dealing with him playing with the dogs. We’ve moved the water and he finds it. We lecture him and he goes and plays with it again. We move him and then he circles back. We’ve tried blocking off the area and he climbs and finds his way in.

I’m really exhausted and I’m tired of parents whose kids listen the first time try to tell me what works and what doesn’t. Please! Parents of mischievous kids tell me what to do!!! I’m becoming worried because he’s started to become rough with his little brother.
