Hoping someone can lend some insight into this issue I’m having.

This is the second time this has happened

When I start this mower, it ‘surges’. It’s like revving, but in reverse. It’ll wind down a tad, then rev up, wind down, rev up. Over and over. I proceed to mow without issue, but when I go to throttle down (the video starts here), there is a huge ‘POP’ at the end.

Would really appreciate if anyone knows what’s going on, or at least some ideas on how I can go about fixing it…
