I'm a Washington State resident moving to Germany. I'd like to buy a car from a family member living in Oregon and immediately export it to Germany. The shipping company says I need a title in my name and won't accept the existing title signed over to me with a bill of sale. I can't figure out if I should/can do the title transfer in Oregon or Washington. I don't want to register it--it will not be driven in the United States after purchasing it--just need a new title. Any ideas?
