Can i somehow shift the brake more to the right because its scraping my disc?

This is a ozark trail fs2. Everything is fine except the front brake. I sometimes adjust it to be fine but the wheel always shifts. I figure it must be because its loose but when its maximum tightness it is always touching the brake like in the picture no matter what. So ive tried doing the brake thing where you loosen the bottom brake thing and pull that cord thing but that only changes the position of the other side brake(im not too sure what the parts are called because im teaching myself how to work on bikes for the first time). Im taking guess that the break is too far left so i need to shift it slightly to the right more? I dont think its a bent disc issue as ive spun it and it looks pretty flat and good.

Is it possible to get a cheap road bike or fixie on fb marketplace for around 200

Mainly going to use this for commute and exercise. I would prefer road bike but i think fixie would be “safer” to get as one gear likely means less issues especially at the pricepoint im at. I dont know much about road bikes and fixies as i mainly ride my mtb but id like a rb or fixie for reasons stated above.
