Is this a fair charge?

Hi,

I hired a graphic designer a few months ago and paid $65/ hour for a few jobs. Around the same time, I requested a calendar with my husband's contact information on it. I was told about a month ago that it was near completion and only needed the photo of my husband and I, and at that time I was told it took 3 hours, so would be around $195. I sent the photo and never heard anything about it since then. Today I recieved the calendar, and an invoice for $425, with no hourly breakdown. Here is the product with my information blacked out. It seems pretty steep, even without considering what I was originally told it would cost. Before I bring it up the the designer, am I wrong?

Ok it seems I cannot attach the image, but it's a one page calendar, specifically a firefighter calendar. Each date is color coded by shift, and holidays are outlined with a circle, payday with a square. It was done in Canva with the branding the designer already has for my brand. Fonts, colors and logos included.
