M50b20 non vanos power potential

I have a m50b20nv that i want to turbo.

I know 325 is better and stronger but i dont really want to swap yet.

I would like 280-350hp wich mods do you guys recommend for this?

I assume:

Exhaust manifold

Turbo

Intercooler

Upgraded pump and injectors

I believe this is still possible on stock internals?

Exhaust

Upgraded thicker headgasket to lower compression?

What boost do you guys recommend?

Are my hp goals possible?

Fuel pump contacts

Car has crank but no start.

This picture is the ground and positive for the fuelpump.

When i measure between the green and brown wires i have 9v instead of 12v. Could this be because of the frayed green wire? Or is this more likely a bad ground somewhere else in the harness or high resistance in the fuel relay? The pump doesnt turn on or makes a zoom sound when cranking. Even when i attach the battery cables (12v) straight to the pump.

Fuel relay clicks when cranked.

Voltage over pin 30 and 87 in fusebox is 12v.

Battery is ok.

Spark is ok.

Car is BMW e36 320i coupe m50b20 1991 so oldtimer.

Fuel in the tank is 1.5 years old, could this be related?

Maybe clogged injectors of fuelfilter?

I dont have a fuel pressure sensor.
