UPS Internal Sync Failure: 5 Calls Later, They Still See "???"

I am stuck in a ridiculous logistical loop. I shipped a package to Taiwan on 4/28. After it reached the Louisville, KY hub on 5/1, it stopped moving.

On 5/6, I realized the recipient's name was in Chinese characters, which the system rendered as "???".
I immediately took action to fix my mistake:

US Support: Between 5/6 and 5/13, I called 5 times and was transferred to the International Department every single time. Agents assured me the info was updated. I also replied to 3 correction emails.

Global Confirmation: I made two international calls to UPS Taiwan on 5/11 and 5/12. They explicitly confirmed that the correct info was already visible in their system.

The System Failure: Today (5/13), I called again. The front-desk agent saw the update, but the International Department insisted it still shows "???" and initiated a "Return to Sender" (RTS).

How can UPS Taiwan see the data while the US International Dept remains blind to it? It’s a massive internal sync failure.

Has anyone successfully fought an RTS caused by carrier system incompetence? I need a formal explanation from UPS to prevent this from happening to others.
