How long does it take for an educational system to be set up?

I'm writing a book/story for fun but I want things to be accurate. In this universe, people have powers and I want a sort of school that would be useful for people who have them.

But, for historical accuracy, how long would that take- to shift from a society that despised and outcast people with powers to one that teaches them?

The best example of this I can think of in existing fiction would be something like UA high from My Hero Academia.

I know it's a popular fan theory for sure, but what's the confirmed level of canon to it? And how do we know?

Every time I watch youtube reactions to both the game and the series and I check the comments, I always see a couple people proclaiming that her being a species is canon to explain why there's the two Enas.

To me it's always felt like it's too up in the air to be so sure about that, and both the game and the series have laid the groundwork for so many other possibilities. I honestly wasn't expecting a concrete explanation for Ena's two existences until after the release of the game's chapter two, at least.

So yeah, every time I see people say for sure that Ena is a species I feel a sort of haughty disagreement. Is that justified? 😂 Am I missing something?

I believe I was on my friend's account when I sat at this meditation circle (she hasn't finished aurora yet), so I was thinking that *may* be why? But I'm unsure lol
