Computer Lagging? (Screen updates image every 2 seconds)

Recently my computer has been having moments while gaming (specifically the game Your Only Move is Hustle) or using 3d design software/slicer, where the display updates once every 2ish seconds. I am able to counter this by using the gpu refresh keyboard shortcut (Windows Key + Ctrl + Shift + B), but I am worried of a deeper problem. From what I can guess, I think both the internal gpu and the dedicated gpu have either turned off or are not being used (because one time I opened the task manager and saw that the gpu's activities were at 0%) leaving the cpu to do the work. I think its possible that I flipped the wrong setting(s) and caused this, but it appears no one else has this problem (or I have been searching up the wrong things).
