So my turn signals only work if I push it to the side I want and the lightly press on the middle. If I press too hard it will shut off. The turn signals are LED so would that indicate the need for a relay?

Is this setup correct? I bought this bike today and it seems like the bars are low. Am I able to raise the bars?
