Should I buy a new motherboard and aio for my prebuild HP Omen 25L?

I bought a prebuild HP Omen 25L two years ago and want to upgrade it (for a bigger GPU, better airflow etc...). I already upgraded a bit with some arctic fan and a new PSU. I just bought a Corsair Frame 4000D and before swapping the case, I was wondering if I should also upgrade my motherboard and cooling system.
Specs: i7-13700f with prebuild 120mm aio, rtx 4070, 32Go DDR5, (upgrade) Corsair RM850x.
For cooling, I don't know if what I already have is enough, I would like to have something quiet, aesthetic (water?) but durable (air?). Also, I am afraid of buying an air cooling and not being able to access to other parts of my pc.
For the motherboard, I don't know if swapping for something like a gigabyte (100€) or MSI gaming plus (130€) is useful.
