[PC][Early to Mid 2000's] PC RTS game with Cover Sleeve showing the game was rated E For Everyone, when the actual game was rated T for Teen. Cover was mostly blood red prominently featuring a skeleton wearing a helmet, or may have been hooded.

I'm attempting to locate the name of a game that I obtained when I was a child. I wasn't allowed to have any games rated T for Teen before I was 13, so the game would have released prior to 2007. The sleeve of the PC box was rated E for everyone, but the actual game was rated T for Teen when you removed the Cover sleeve. The cover contained a skeleton wearing a helmet, and was mostly a red background. I've tried multiple AI searches without any satisfactory result.

Other details: I remember that this was an era where the PC game came in a case that resembled a DVD case/PS2 game case, but was as wide as 2-3 of the normal cases stacked together.
