Has Orsivane been nerfed or why do the top ball lightning builds prefer Godslayer if not Lucien? Even when including teleport as the one defensive skill, Orsi's total multiplier should still be larger than the two other charms?

I'm following mobanalytics's Shockuna build and my Blizzard shows up as "Shock" vs Frost which would technically void the even placement of elemental skills to activate Celestial Blessing aspect? The we site show Blizz as "Frost" in the toolbar, so I'm wondering if anyone else has seen this?
