Overrun with whiteflies on indoor herbs/pepper plants

I used to live in Atlanta and started a little indoor herb/pepper garden and had no problems. Since moving back to denver I periodically get OVERRUN with whiteflies. I use soapy water/neem oil to treat the leaves, I've tried treating the soil but I never get them under control.

Looking for some advice on eradicating these little pests!

What are these pests and how do I murder them?!

So, I started growing little herbs on the windowsill when I lived in Atlanta with no issues. When I moved back to Colorado 2-3 years ago, I wanted to do the same - but (almost) every plant is infested with these little bastards. I've tried soil treatments, I've tried sticky traps (as you can see), I've tried soapy water....

What are these and how do I kill them?!?!?!

Sincerely, someone who would like to just peacefully grow some thyme, basil, peppers, etc year round.
