Is it just me or do most scavs have nerf bullets and poor aim out in the wild (as long as you have working armor)

But the minute you hit a place like factory or a map like smugglers they all have amazing ammo, better accuracy and are caked up with armor and or health.

Also do scavs not headshot aka no reason to wear a helmet?

Ive been hovering around 80%. Might be bad because im dying to armored enemies / ones with good ammo in the more dangerous areas. Was curious what you all are hovering at.
