Or any other vigilantes who are not associated with the government like the New Avengers are. For example any of the original Avengers who were on team cap regarding the Sokovia Accords, like Hawkeye, who Fisk already fought and definitely would WANT arrested, but the public backlash for arresting an Avenger would be much stronger than the public’s reaction to Fisk going after Daredevil or Bullseye.
