My rear middle seat belt is locked in my bmw e46 2005 2.0d touring and im unable to pull on the belt so i can buckle it

Ive tried pulling on it gently still doesnt work and i cand find any info on how to get to the mechanism so i can repair or replace it

What could be the fault? Tried pulling it slowly didnt work. Could the mechanism be broken? If so, how do i get to it in order to fix it or replace it?
