Picked up a couple of packages that were marked return to sender, all that's written on them is "17"

I can't find any info on what this means?

This has been a process of select packages out of the 100+ I've sent over the last couple of months being returned for no discernible reason.

To give more info, they passed customs (Confirmed by me calling the literal customs location they went through) but somewhere between the point of passing customs and getting ready to head overseas they were returned. Somebody somewhere along the way just slapped RTS stickers on the packages with nothing else. I'll also add they are the basic RTS stickers with the pointing hand, so again not customs related as those should have checkboxes and other info on them. They were going to multiple different countries, but none of them even left the US.

I've went through the hell of trying to talk to every USPS support phone number I can and nobody knows why they were returned, but also that they can't issue a refund which is incredible. And I'm out $400+ in labels because of it.

Oh and another package literally has NO tracking besides the "returned to sender" scan. I don't even know how that's possible.
