So as you know, in this game the current map is in reality a provinces map but completely hide by regions. devs had made this map with A LOT of provinces, the war system were probably not definitive at this time.

But now all this work is unused, so why not doing something with it ? Let the players a complete freedom to make there owns regions based on the provinces. Like cut Wallonia in Half, perfect borders for roleplay, historical accuracy and more. It could make Victoria 3 a greater sandbox as it is today
