Is it okay to tell a girl I'm chatting with and trying to meet and hang out, that if she doesn't want to do anything with me it's okay, but at least she should communicate it properly?

We've been dm us each other for a month~ now via instagram and tried to meet her irl or at least play LoL with her and she always says she is busy or she is with friends or whatever. But then she always responds to my dm's almost instantly, engages in the conversation, likes shared memes, etc.

What do y'all think?
