Why I think hokuto will be one of the strongest non EB users
Hokuto fights azami with his puppet and while yes the puppet loses
1- azami notes the puppet is very strong just by looking at it
2- azami took time to take out the puppet
3- hokuto isnt particularly surprised by azamis strength, he just thinks "oh just the puppet isn't enough"
So the puppet has to be very very strong to be able to give azami some difficulty
A very important thing to note is that hokuto himself is outright stated to be much better than his sorcery.
Now azami in BASE is able to travel like triple the distance the sorcery uruha and lightning natsuki do against yura.
The puppet taking time against azami means either it's durable as fuck and azami the guy who had yura doing the vegeta pose took a while to take it out. Or the puppet is decently fast and could avoid azami to an extent.
Overall the point is azami is far far far above natsuki and uruha but hokutos mere sorcery can keep azami busy for a while
People try to put uruha or natsuki above hokuto due to the feats in the fight but it genuinely doesn't matter cuz hokuto is stated to be suppressed twice by both fighters and genuinely doesn't care.
And hokuto when suppressed, with his NON DOMINANT ARM, is able to weave IWPS and cut Uruhas fingers. So if hokuto was serious. The first slash uruha used to take his hand out would genuinely never land.
Another thing is, yura is easily able to react to uruhas speed mode, and hokuto and yura have a similar reaction to natsukis lightning menace.
So no. Uruha doesn't scale to hokuto.
Hokutos is genuinely the strongest hishaku besides like magatsumi yura and will probably be a top tier sorcery on the level of azami and shiba when he goes all out. Trust.
