I live next to an apartment building in WeHo whose roof is being used constantly by tenants as a hangout spot. The people are mostly chill, but if my blinds are open they can see directly in, and there's one woman that straight up stares at me. She is up there every single day, multiple times a day. There's simply no privacy if I want sunlight or fresh air, and even when people aren't on the roof, I'm anxious because I know if I open the blinds soon enough someone will come up.
I looked into it and it seems like it's not an officially permitted deck, but it's become that building's unofficial rooftop deck.
I talked to LAHD but they said it wasn't a serious enough safety concern for them to do anything. I sent an anonymous letter to management, which seemed to cause things to cut back for a bit, but not for too long.
If there were some sort of privacy screen or wall on the side of the roof facing my apartment, it would fix everything, but I obviously can't force them to do that. It would only block their view of my building, not their broader view otherwise.
Has anyone dealt with something similar? Any advice?
