According to the walkthrough you have to talk to him before killing Jesse, but I’m at the point and can’t find Hazel in the church. Is he bugged or is he hiding somewhere else?

I know I've heard a song semi recently that ends with a sample of a woman saying "it's okay, you're safe and I'm here with you" or something along those lines. i can't remember the song or the band though and it's driving me crazy. Any help is appreciated!
