Why the hell do I always get one shot the moment I go broadside but when the enemies sail h24 while showing their juicy citadels, my shells just land anywhere but there.

Before anyone asks, I say this because I fought a Nagato just now who sailed broadside the entire fight at 10km while I was in Colorado with Hoshino Level 16 accuracy focused. For where I aim, waterline of course.
